Balkan Bureau of Middle Class
(BBCM)

Starting
with 2001 the German Federal Government finances through the
Ministry for Economic Cooperation (BMZ) a regional project
of Craftsmen Chamber in Koblenz with organisations representing
the middle class interests in southern, eastern and central
European countries, called "the Balkan Bureau of Middle
Class". the financing lasts till 2005.
Craftsmen
Chamber in Koblenz has bilateral partnerships in the craft
field also financed by BMZ, aiming the development of craft
in these countries. These projects are interconnected and
coordinated by the regional project BBCM.
Within
the project, the Craftsmen Chamber in Koblenz (HWK) cooperates
with middleclass associations in : Albania, Bosnia-Hertegovina,
Bulgaria, Macedonia, Muntenegro, Moldavia and Romania.
The
Romanian associations involved in this project are:

National Association of Craft Cooperative - UCECOM
- National Council of Small and Medium
Sized Private Enterprises in Romania - CNIPMMR
- Chamber of Commerce and Industry in Romania- CCIRB
The
aim of the project is that the organisations representing
the middle class interests in Central, Southern and
Eastern Europe to benefit from a modern and institutionalized
experience and information exchange system, in order
to improve their offer of services provided to their
members, to improve the professional training and harmonise
the legislative framework for SMEs.
In
order to achieve this aim, the partnership intends to:

Implement the BBCM at national and regional level and to stimulate
the social dialogue within the partner countries;

Influence the decision making factors in order to create better
conditions for a paralel development of middle class and the
craft sector within the partner countries, taking into account
the EU accession;
- Exchange experiences among partner countries and the HWK
by conferences, workshops, seminars, etc ;
- Prepare a joint website of the BBCM and a newsletter "Balkan
Inside " ;
- Harmonise the concepts and exams in professional training;
- Jointly participate at fairs, exhibitions and other events
in within the region organised for craftsmen.
