This
partnership is financed by the Federal Ministry for Economic
Cooperatuion and Development in Germany and represents
a project of know-how transfer, which aims the development
of craft sector in Romania.
OBJECTIVES

improving
the services offer destined to craftsmen provided by the
organisations representing the middle class, improving
their organisation and the cooperation among them in the
craft field;

supporting
the harmonisation of craft enterprises and craftsmen with
the conditions of market economy; and with the EU standards;

improving
the professional qualification in the craft field, based
on examples of professional training centers; endowment
of schools' workshops

supporting
the organisations of middle class in Romania for promoting
some measures for developing the cooperation at South-East
European level, especially in the craft field.

Partner : Craftsmen Chamber in Koblenz
Craftsmen
chambers in Germany are public utility institutions,
having as aim the promotion of craftsmen interests.
According to the German Law of crafts, every independent
craftsman of craft enterprise is a compulsory member
of the craftsmen cahamber in the respective area. The
chambers also keep the craftsment register.
Craftsmen Chamber in Koblenz (HWK-KOBLENZ) is one of
the 55 chambers at federal level and is located in the
north of Renania Palatinat land. It has 17.500 members
(craft enterprises) with 200.000 employees. Every year,
HWK-KOBLENZ trains 11.000 apprentice.
HWK-KOBLENZ promotes the interests of craftsmen in all
problems related to the economic and regional development,
politics, education, new technologies, environment and
the unique European market. It is a services center,
that supports its members in all needed fields: economic,
legal, accountant, technological, quality management,
labour safety, etc.
HWK-KOBLENZ
has partnership in the craft field financed by the German
federal Government, with organisation in tje following
Balkan countries: Bulgaria, Bosnia-Hertegovina, Macedonia,
Muntenegro and Romania.

National
Association of Craft Cooperatives in Romania - UCECOM
is the main Romanian partner. In Romania,
there are about 1.100 craft cooperatives, where 80%
of the German crafts are handled. Within the craft cooperatives
there are almost 100.000 emloyees, out of which 2000
are handicaped perons. Crafts cooperatives are organised
in 40 local associations, and at the national level,
there is UCECOM.
UCECOM
has its own professional training system. there are
13 professional training centers (schools) that follows
the tradition of art and crafts schools in the inter-war
period, where over 12.000 young people study. Each year
UCECOM organizes in Bucharest a craftsmen fair.
The cooperatives system has a 100 year tradition in
Romania. The first Association of Cooperatives in Romani
was in 1895 one of the founders of the International
Cooperatives Alliance, which still exists today.

The
National Council of Small and Medium Sized Private Enterprises
in Romania (CNIPMMR) is an employers' association,
that promotes the interests of small and medium enterprises
in Romania. CNIPMMR protects the interests of SMEs towards
the decision making factors and supports, by different
means its members (consultancy and guidance, information
dissemination, training courses, lobby).

The
Chamber of Commerce and Industry of Romania (CCIRB)
is an historic and traditional component of the Romanian
economy. which is over 130 years old. Presently it is
a public interest institution, according to a modern market
economy.
The chambers system includes 40 counties chambers of commerce
and industry. The CCIRB members are 87 collective members,
and 80% of the enterprises are private-owned.
Although CCIRB doesn't have the role of a craftsmen chamber,
it also provides services for SMEs, which include also
craft enterprises.

is: The Union of Folk Craftsmeni, Association of Small
Business and the Chamber of Commerce and Industry of Moldau
Republic.
