RESOLUTION
OF THE 18TH EDITION OF THE NATIONAL TOP OF PRIVATE COMPANIES
IN ROMANIA,
Bucharest, November 5th 2010, Parliaments Palace

          On the occasion of the 18th edition of the National Top of Private Companies in Romania, organised by National Council of Small and Medium Sized Private Enterprises in Romania (CNIPMMR) in collaboration with Agency for Implementation of Projects and Programmes for SMEs (AIPPIMM), on November 5th 2010 inside Parliaments Palace, a large consultation of the entrepreneurs took place, aiming at establishing the 10 major priorities of the business environment for year 2011.

          The consultation consisted of a referendum among event attendants, representing the best performance enterprises in Romania, among www.immromania.ro portal members, the number of total respondents amounting to 257 enterprises that highlighted the following 5 priorities for the business environment:

STIMULATING INVESTMENTS BY IMPROVING STATE AID SCHEMES, BY ACCOMPLISHMENT OF THE INFRASTRUCTURE WORKS AND DEVELOPMENT OF PRIVATE-PUBLIC PARTNERSHIP

2.

SIMPLIFICATION OF THE PROCEDURES AND ACCELERATION OF STRUCTURAL FUNDS ABSORPTION

3.

TAXATION REDUCTION, ESPECIALLY CONCERNING WORKFORCE

4.

INCREASE SMEs ACCES TO FINANCE, JUST LIKE THE SITUATION IN EU

5.

ELIMINATION OF STATE ARREARS AND FIGHTING LATE PAYMENTS OF THE PUBLIC AUTHORITIES AND INSTITUTIONS TOWARDS COMMERCIAL SOCIETIES

            The other priorities, in descending order of the votes, were the following:


Improving labour market and Labour Code regulations

Reducing inflation rate in Romania and maintaining the stability of the leu/euro exchange rate

E-governance, adopting on a large scale of the information technology between public administration and entrepreneurs (supplying all services in electronic form that is accessible and inter-operative)

Simple, accessible procedures and expeditiously solving commercial litigations

Reduction of state expenditure on wages inside the public sector

              During the event, two more proposals for completing business priorities were presented which were supported by the participants, concerning:

  • suspension of closing enterprises that cannot pay their debts toward the state
  • extension of payment deadlines for budgetary claims (taxes and contributions to social security budgets), through urgent adoption  of a normative act which modifies Fiscal Procedure Code.

PARTICIPANTS TO THE 18TH EDITION OF THE NATIONAL TOP OF PRIVATE COMPANIES IN ROMANIA ASK FOR CAPITALISATION AND PUTTING INTO PRACTICE OF THE MEASURES NECESSARY FOR ACCOPLISHMENT OF THE MENTIONED PRIORITIES. PRESENT RESOLUTION WILL BE PRESENTED TO: PRESIDENCY, PARLIAMENT, GOVERNMENT, ALL POLITICAL PARTIES IN ROMANIA, INTERNATIONAL EMPLOYERS’ AND SMEs’ ORGANISATIONS – UEAPME, BUSINESSEUROPE, WASME.
